This study is to draw implications and suggestions for the development direction of Korean forestry ODA(Official Development Assistant). Korea has conducted forestry ODA which is involved in a sector of food, agriculture, forestry and fisheries. However, there is still room for improvement of both quality and quantity in comparison with main donor countries which have long forestry ODA history.
In this study, Korean forestry ODA is compared with main donors in aspects of contents, methods, and recipient countries. And an aid allocation trend of Korean forestry ODA is statistically analyzed as well. The number of independent variables are nine; distance, status of bilateral forestry cooperation, amount of forestry product import & export, corruption index, trade openness, forest area, forest conversion rate, GDP per capital, and income level of each recipient country. The dependent variable is the allocation amount of Korean forestry ODA to each recipient country. One-Way ANOVA, ANCOVA, dummy regression analysis, and correlation analysis were used for this statistic analysis by SPSS 20 version. Implications and suggestions of this study are as followings:

1) Aid content
It is thought that Korean forestry ODA projects are mostly concentrated on environment conservation rather than poverty reduction of forest dependent people unlike main donor’s forestry ODA. If forestry ODA does not take poverty of people into account, it is not suitable for its ideal purpose. And besides, it could not be competitive in the aspect of appropriateness, comparing to the other sectors of Korean ODA which deal with more various issues. Therefore, Korean forestry ODA needs to be designed considering poverty reduction, climate change, and anti-desertification which are mentioned in MDGs(Millennium Development Goals).

2) Aid method
Over past years, main donors have shifted the way of forestry ODA from simple forestry development including construction of forest product factory or forest plantation in short term to coordination of forestry development and forestry policy & administration in long term. However, Korean forestry ODA was mostly focused on the forestry development which took 55 % of total amount followed by forestry policy & administration(39%), education(5%), research(1%) during 2006~2011 year. In order to resolve chronic forest problems of recipient countries, long term approach is needed in coordination of forestry development and forestry policy & administration properly.

3) Aid to Africa
There is a trend that the allocation of forestry ODA for African countries has been increasing among donor countries. Allocation rate for the Africa during 1993~1998 years was only 13% due to its corruption and political instability but, It has jumped to about 26% of total forestry ODA amount over past 10 years with their improved political stability. Meanwhile, 98% of total amount of Korean forestry ODA was allocated to Asia. It is needed to be gradually extended to Africa which has the most deforestation and poverty rate.

4) Aid allocation
In result of the statistical analysis, the status of bilateral forest cooperation between Korea and recipient countries turned out the most determinant factor(p<0.05) for allocation of Korean forestry ODA. And the other variables such as GDP per capital, deforestation rate, and forest area were not statistically significant(p>0.05). It is thought that strategic purposes which aim to secure oversea forest resources by bilateral forest cooperation were reflected in allocation of Korean forestry ODA. This phenomenon is not proper to the genuine purpose of ODA and this tendency could affect evaluation of forestry ODA in negative way. Therefore, humanitarian and strategic purpose are needed to be in balance when forestry ODA are designed, while forestry ODA with purpose based on only economical or diplomatic strategies should be refrained.
