This study purports to conduct meta-evaluation, interpreted in the narrowest sense, on the performance plan of the Ministry of Education, Science and Technology, for the first time in Korea. For this, the framework for meta-evaluation analysis for the performance index, the core of the performance plan, was developed, and results of the evaluation on the performance plan were all considered and verified.
The evaluation was carried out by dividing the evaluation criteria in the meta-evaluation model into five: representation of the performance index, result orientation of the performance index, active target-setting, rationale of target-setting and validity of the measuring method of targets, and the status of measures for matters indicated from the outside.
According to the result of meta-evaluation on the integrated evaluation results, it was revealed that result orientation of the performance index, active target-setting and the status of measures for matters indicated from the outside show the excellent evaluation results. When it comes to rationale of target-setting and validity of the measuring method of targets, and representation of the performance index, however, the evaluation results appear unsatisfactory.
This result describes that the unsatisfactory results are attributed to the fact that rationale of target-setting is weak or not shown clearly, the measuring method of targets is less valid, and the performance index is neither connected with projects well nor fully cover details of the projects.
