Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the construction industry of our country along with the establishment of construction industry fundamental laws in December of 1996, now when 16 years have passed, it is very difficult that the ordering institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the ordering institutions were executing public construction projects.
Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to ordering institution’s competences and project characteristics.
In order to prepare for the selection criteria, theories of construction management were studied, and through the studies, detailed selection factors were drawn to apply the construction management methods through the analysis of construction management operation status and selection criteria by the current domestic public ordering institutions.

Based on the detailed selection factors, weights per detailed individual factors were calculated through surveys and AHP analysis, and through the adjustment of calculated weights, selection criteria were established which could be applied in construction management methods in public construction projects.
In order to review the feasibility of established selection criteria, simulations were physically executed for 5 big public construction projects which are registered in Regional Construction and Management Administration and the alternatives of individual conditions were established. Feasibilities of the individual alternatives were reviewed and optimum selection criteria were established to apply the construction management methods.
