2002년 월드컵을 거치면서 사회적 흐름을 반영한 도심 내에 광장이 조성되었다. 하지만 우리나라에 조성된 광장은 우리가 흔히 알고 있는 유럽의 광장과는 다르다. 기존에 도로로 사용되었던 공간을 막고 공공에 의해 수도인 서울 도심 내 대규모 공간에 만들어졌다. 본 연구는 사람들이 광장을 이용하는 패턴을 분석하고 나아가 광장의 기능에 대해서 고민하고, 결과적으로 광장 내에서 다양한 기능을 지원하기 위한 노력이 필요하다는 문제인식을 바탕으로 연구의 내용을 전개하였다. 먼저 연구 질문을 다음과 같이 정리하였다. 첫째, 시민들이 광장을 이용하는 패턴은 어떻게 나타나는가? 둘째, 광장이 공공영역으로 기능하는데 어떤 요소들이 영향을 미치는가? 이와 같은 질문을 바탕으로 본 연구에서는 사례대상지의 이용 패턴을 분석하여 공공영역으로서의 광장의 기능을 분석 및 평가하는데 그 목적이 있다.
이를 위해 도심 내의 대표적 공공공간인 서울광장, 광화문광장, 청계광장을 공공영역으로 개념 짓고, 공공영역을 분석하기 위하여 행태의 장으로 간주하였다. 관찰과 문헌조사를 통해 세 광장의 이용 패턴을 도출하였고, 행태장의 요소와 제도요소를 분석하여 각 광장의 기능에 영향을 미치는 요소를 도출하였고, 나아가 기능별로 세 광장을 상호비교하여 평가하였다.
연구결과, 첫째, 정치적 기능은 유동인구, 주변의 정부기관이 많을수록, 공간의 규모가 크고 특징적일수록, 주말보다는 주중에, 7∼8월보다는 10월에 더 강하게 나타나는 것으로 판단되었다. 둘째, 일반적 기능은 유동인구, 광장 이용 행위, 어메니티 요소가 많을수록, 규모가 클수록, 주중보다는 주말에, 10월보다는 7∼8월에 더 강하게 나타나는 것으로 판단되었다. 셋째, 학습적 기능은 유동인구, 학습 자산이 많을수록, 주말보다는 주중에, 10월보다는 7∼8월에 더 강하게 나타나는 것으로 판단되었다. 넷째, 세 광장을 기능별로 상호비교하여 다음과 같은 결과를 도출할 수 있었다. 정치적 기능은 서울광장이, 일반적 기능에는 세 광장 모두, 학습적 기능은 광화문광장이 잘 수행하고 있는 것으로 나타났다.
이러한 연구의 분석결과, 인접하여 유사하게 보이는 광장들이 실제로는 서로 다른 기능들이 우세하고 있으며, 이러한 광장의 기능에는 광장 내에서의 행위, 광장을 둘러싼 환경, 시간, 조례의 요소들이 영향을 미친다.
본 연구에서 조사한 내용을 바탕으로 공공영역, 광장 그리고 기능에 대해 고찰해보면, 첫째, 장에서 작동하는 기능들은 기본적으로 시민들의 행위를 바탕으로 하고 있다. 둘째, 광장 내에서의 행위들은 공간이 지닌 환경에 기반한다. 셋째, 시간은 각각의 공간환경에 영향을 미쳐 인접한 공간이라도 다르게 이용될 수 있다는 것을 알 수 있었다. 넷째, 공간의 목적에 따라 기능을 할 뿐만 아니라 관리 방향에 따라 그 기능이 좌우될 수 있다는 것을 알 수 있었다.
본 연구는 사람들이 광장을 이용하는 행태를 관찰함으로써 서울 시민들이 도심 내 광장을 어떻게 이용하는지와 이러한 사람들의 행위들이 어떠한 조건 속에서 일어나는지를 분석하였다는 측면에서 의의가 있다. 특히 기존 선행연구에서는 조성계획, 광장의 이용 실태 및 물리적 개선 방안에 집중하여 연구를 진행한 점과 이전까지는 광장의 기능에 대해 집중적으로 분석한 연구가 적다는 점에서 차별성이 있다.
또한 광장의 기능에 영향을 미치는 요소를 도출하고 향후 광장뿐만 아니라 공공영역의 기능과 공간의 요소 간의 관계를 살펴보기 위한 기초연구로서 활용될 수 있다. 더불어 공공영역 설계와 이용에 관한 조례 등의 개선에 있어서 기초 자료로 활용될 수 있을 것이다.

The 2002 World cup was gone and the new culture of square usage appeared in our country. Reflecting this social flow, the square was created in the Seoul. However square created in our country differs from square of Europe which we know generally. The space used as the road was blocked and the enormous space was made in the downtown of Seoul by the government. This research analyze the pattern which the people use the square and concerned about the function of the square. It was developed the content of the research based on the problem recognition that effort for supporting the various functions in the square. As follows, the research questions were summarized. First, how pattern is shown up in which the citizens use the square? Second, what types of elements do act in order that the square has the function as the public area?
For this purpose, Gwanghwamun Square, Seoul Square, Cheonggye Square were set to the public realm. Then to analyze the public realm, those squares were regarded as a behavior setting. The use pattern of three squares was drawn through the observation and literature review. The element of the behavior setting and system element ware analyzed and then the element which has an effect on the function of each square was drawn. Further, the squares were compared with the functional and it evaluated.
As a result, first, the political function was determined to show up strongly in more floating population, more government building nearby, bigger in space and characteristic, more weeks, October than weekends, July and August. Second, the common function was determined to show up strongly in more floating population and square usage, more amenity elements, bigger in space, more weekends, July and August than weeks, October. Third, the learning function was determined to show up strongly in more floating population and learning property, more weeks, July and August than weekends, October. Forth, the squares were compared with the functional and the following result could be drawn. As to the political function, the Seoul square performs well. As to the common function, the three squares perform well. As to the learning function, the Gwanghwamun Square performs well.
The analyzed result of this research, those squares which are adjacent and similar has different functions that are superior in fact. And these usage, surrounding environment, time and system element have an effect on the function of square.
If we consider about the public realm, square and function based on the content in this research, first, elementarily it is the action of citizens that the function of operating in the square based on. Second, the actions within square are based on the environment which the space carries. Third, adjacent space can be used differently because the time has an effect on the environment of space. Forth, the function can change depending on the direction of management as well as it functions according to the object of space.
There is the importance that this research analyze the actions of people occurred in any condition and how to use the square by observing the usage of the people. Particularly, there is the differentiation with the advanced research that research that it analyzed about the function of the square is smaller and the advanced research concentrated on the plan to form, usage of the square and physical improvement plan.
Also the element having an effect on the function of the square can be drawn more deeply and it can be used as the fundamental research for looking into relationship among the function of the square, the function of public realm and the element of space. In addition it will be able to be used as a basic data in advance of design of public realm and ordinance on the use including square, and etc.
