Objective: The aim of this study is to investigate ship accidents that occurred along the Korean coast that were directly or indirectly related to maritime navigational aids, and to identify the causes and characteristics of the accidents through accident analysis.
Background: Marine navigational aids are marine facilities that support the safe navigation of ships, playing a role similar to road markings on land. Many studies have been conducted on road traffic signs in various aspects. These studies were conducted because traffic signs can lead to traffic accidents if they are not recognized accurately or are designed incorrectly. Although navigational aids have been used at sea for a long time, there is a lack of research on marine traffic signs compared to road traffic signs. Analysis of ship accidents related to navigational aids will help to find preventive measures for related ship accidents.
Method: This study compared and analyzed ship accident statistics and the decisions of the Korea Maritime Safety Tribunal on ship accidents that occurred along the Korean coast over the past 14 years (2010-2023). It analyzes the proportion of ship accidents related to navigational aids among all marine accidents, as well as the time of occurrence, accident type, accident vessel type, accident vessel tonnage, and human errors that caused the accident.
Results: Among the accidents judged by the Maritime Safety Tribunal, ship accidents related to navigational aids accounted for 2.4%, and contact accidents and grounding accidents were the most common at 87.7%. The types of ships involved in accidents were fishing boats, tugboats, and cargo ships in that order. The accident rate of tugboats was low in all ship accidents, but the accident rate of tugboats was very high in accidents related to navigational aids. In addition, the accidents occurred more at night than during the day. Most of the human errors that caused accidents were due to failure to identify navigational aids due to lack of vigilance, recognizing as a different sign after identifying them, or failure to understand the meaning of navigation aids.
Conclusion: Ship accidents related to navigational aids occur frequently in fishing boats, and tugboats. This means that since most of the officers operating these vessels are elderly, it is necessary to strengthen navigational aids education for elderly officers. On the other hand, the frequent occurrence of navigational aids-elated ship accidents at night means that efforts are needed to improve the nighttime visibility of navigational aids. It is necessary to manage the light quality of navigational aids and install navigational aids so that they are not confused with other lights.
Application: The results of this study will help develop countermeasure to reduce or prevent ship accidents related to maritime navigational aids.
