In this paper, while empirically organizing the urbanization process of Bucheon, we critically examined the urbanization process by establishing the perspectives of the region and local people. To this end, we considered the perspectives of the region and local residents on urbanization as a ‘structural gap’ excluded from the planning and execution of projects, and we viewed this gap as the cause of the gap between the state and the region and local residents. Since 1940, Bucheon’s urban planning has undergone two transformations mediated by the highway. These are the Sosa District Plan of the Gyeongin City Plan and its revision in the 1940s, and the Sosa City Plan and reorganization in 1963. The impetus for the planning and revision was the highway passing through the northern part of Bucheon. Depending on the presence or absence of the highway, the urban planning area expanded or narrowed, and the city center also changed from a single center of the Gyeongin Railway to a dual-centered city of the railway and the highway. However, the establishment and revision of plans in the 1940s and 1960s were not simple vibrations, but rather a change in character from a city focused on national defense in the 1940s to a satellite city of Seoul in the 1960s.
The urban plan for Bucheon, decided in 1968, was realized as a land readjustment project spanning seven districts. The land readjustment project implemented in Bucheon in the 1970s and 1980s targeted private land, but was implemented by Bucheon County, the state's agent, with the goal of realizing the state's vision of building a satellite city of Bucheon. Therefore, it focused on developing new urban areas for the population and industrial dispersion of Seoul rather than on the development of existing urban areas. This was ultimately a gap between the state's goals and the region and local residents that arose as a result of excluding local residents' participation in urban planning.
