The resignation of President Syngman Rhee in 1960 marked a critical juncture in the April Revolution, which led to the downfall of his 12-year dictatorial regime and initially perceived as a decisive victory for the movement. However, the circumstances surrounding Rhee’s subsequent flight to Hawaii approximately one month later remain a subject of scholarly inquiry. This paper investigates the factors that compelled Rhee’s departure, examining the nature of this incident and its implications for understanding the complexities of the post-revolutionary period.
This paper argues that Rhee’s flight was primarily driven by the convergence of two critical factors: the Liberal Party’s strategic maneuver towards a parliamentary system and the escalating investigations into the regime’s corruption. The Liberal strategy, designed to maintain their power, risked further inflaming public sentiment and undermining US interests in the region. Rhee’s continued presence in Korea became a liability for both Huh Chung’s caretaker government and the US, as he was susceptible to manipulation by various political actors, notably Lee Bum-suk. Furthermore, the investigations into the regime’s abuses of power inevitably targeted Rhee, making his departure unavoidable.
Rhee’s exile to Hawaii severely hampered investigations into past misdeeds, as his testimony was crucial. This became a missed opportunity for rectifying historical injustices, ultimately resulting in an incomplete revolution.
