Many studies have analyzed hospital location selection using methods such as the analytic hierarchy process, focus group interviews, or kernel density tools, and have proposed optimal site selection models. However, these methods are difficult to apply to essential healthcare facilities like regional children’s hospitals, as they often fail to account for diverse socio-demographic characteristics of communities and architectural factors, including legal constraints. This study aims to develop practical and efficient site assessment criteria and evaluate their effectiveness through case studies of seven proposed sites for a children’s hospital in Busan, Korea. The literature review identified 13 site assessment criteria, divided into two main categories. The first category, focused on medical demand, resources, and usage, includes healthcare indicators such as the number of children, the ratio of children with disabilities, the number of general and acute hospital beds, the availability of obstetrics, gynecology, and pediatrics specialists, as well as the Timely Relevance Index (TRI) and Relevance Index (RI). The second category, centered on site characteristics, includes architectural indicators such as compliance with site area requirements, development efficiency, timely approval of building permits, potential for future expansion, and economic feasibility. Case studies concluded that healthcare indicators are effective for identifying vulnerable regions at a macro scale, while architectural indicators provide detailed insights into the feasibility of specific sites at a micro scale.
