CCTV(Closed Circuit Television) is widely used to maintain urban security, contributing greatly to crime and accident prevention and rapid response. Blind spots outside CCTV surveillance areas are dangerous because it is difficult for the security system to respond. Accordingly, the government is putting efforts to expand and efficiently operate public CCTVs. As CCTVs expand, blind spots are decreasing, but there are problems associated with rising operating costs for expansion and management. Therefore, there is a need for a plan to reduce associated costs of expansion and management of CCTVs when reducing blind spots. This paper designs a plan to minimize blind spots through private sector, not public institutions, by providing data to buyers (government and local governments) using smartphones, automobiles, and cameras, and verifying data quality to compensate them. The collected data is de-identified and managed through big data technology, and data provision details are recorded in the blockchain. We believe that this method will be an alternative to minimizing blind spots by overcoming cost limits.
