Purpose: This study aims to determine policy priorities for establishing eco-friendly marine leisure tourism using Importance-Performance Analysis (IPA), Deng’s IPA, and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to facilitate sustainable transition in the industry.
Method: An online survey targeting the marine leisure tourism industry was conducted from September 16 to October 15, 2024, and yielded 94 valid responses. SPSS version 22.0 was used for frequency and mean analysis, whereas Python was employed for IPA, Deng IPA, and TOPSIS to classify and analyze factors, evaluate their relative importance, and prioritize policies.
Results: The results of the analysis revealed several key findings. First, the IPA indicated that marine leisure facilities, recreational vessels, and marina infrastructure were ranked the highest in both importance and performance. By contrast, water reuse, solid waste and sewage treatment, recreational vessels, and resource circulation technologies received the lowest rankings. Secon, Deng’s IPA demonstrated that marine leisure facilities and marina infrastructure were the top-performing items, while water reuse, solid waste, sewage treatment, and the introduction of eco-friendly certification ranked the lowest. Finally, the TOPSIS analysis further emphasized marine leisure facilities (1.000), recreational vessels (0.908), and marina infrastructure (0.785) as the highest-ranked items, whereas water reuse (0.046), resource circulation technologies (0.128), and eco-friendly certification (0.214) ranked the lowest. All three methods consistently assessed marine leisure facilities and marina infrastructure as having a high importance and performance. This underscores their critical role as essential resources that contribute directly to the competitiveness of the marine leisure tourism industry. In contrast, water reuse and resource recycling technologies were frequently rated low because of their limited feasibility, high initial investment costs, and technical complexity.
Conclusion: This study utilized three analytical methods to effectively identify items that require maintenance and improvement, thereby providing policy priorities aimed at enhancing the sustainability and competitiveness of the marine leisure tourism industry.
