This study analyzes the impact of income transfers on income inequality among fishery households in Korea using data from the Fishery Household Economy Survey (2018-2022). By employing the Lerman-Yitzhaki decomposition method for the Gini coefficient, the study differentiates between the gap-narrowing effect and the re-ranking effect of income transfers on reducing income inequality. The findings reveal that all types of income transfers (fisheries subsidies, agricultural subsidies, other public subsidies, and private transfers) contributed to mitigating income inequality, with other public subsidies having the most significant effect. Furthermore, the income transfers exhibited a complementary relationship across sources, generating a synergistic effect in reducing inequality. The gap-narrowing effect outweighed the re-ranking effect across all income transfer types, indicating that the primary driver of inequality reduction lies in narrowing income disparities rather than changing income rankings. However, certain subsidies, notably fisheries and other public subsidies, showed negative re-ranking effects in specific years, suggesting that excessive income re-ranking could diminishthe effectiveness of inequality mitigation. These results highlight the importance of balancing equity and efficiency in government subsidy policies, particularly by minimizing re-ranking effects and maximizing gap-narrowing effects.
