This study investigates differences in how users and non-users perceive shared electric scooter parking in Seoul and proposes policy recommendations for creating a safe parking environment. A survey of 210 participants examined these perceptions. The analysis identified that whether parking obstructs pedestrian passage is a key factor in determining inappropriate parking. Six categories and 19 specific indicators were developed to evaluate the importance of parking regulations. Results showed that non-users regard parking regulations as more important than users do, particularly concerning electric scooter parking near children's protection zones and crosswalks. Additionally, regulations related to drainage openings, manhole covers, stairs, and handrails were also deemed highly important. These findings highlight the necessity of considering the differing perceptions of users and non-users when developing parking regulation indicators and guidelines.
