Based on the Digital Transformation, today's world is rapidly changing to the society of artificial intelligence. In this era of artificial intelligence, the importance of data centers(DC) is rapidly increasing in order to store and process massive amounts of data. Currently, big tech companies around the world are establishing data centers all over the world to secure competitiveness in the AI era.
Competition among countries to attract these big tech companies' data centers is also fierce.
In October 2022, a fire broke out at a data center in Pangyo, Gyeonggi Province, South Korea. As a result, the daily lives of citizens were paralyzed, and in response, decentralization of data centers to local areas emerged as a national agenda starting in 2023. The Korean government has been implementing various policies for the past two years to disperse data centers to local areas by restricting power supply. However, these policies have not been effective. Therefore, a new power supply policy paradigm is needed, breaking away from the existing power supply methods.
Therefore, this study analyzed the Korean government's data center distribution policy and identified the problems in reality. The policy of relocating data centers to regional areas should not simply focus on limiting power supply, but rather aim to enhance national competitiveness and revitalize local economies by utilizing renewable energy. To achieve this, it is proposed to prioritize support for regions such as Gwangju, Daegu, and Busan, which are based on renewable energy. Local governments should take the lead in implementing incentive policies in connection with digital industrial complexes. Additionally, the data center policy requires a whole-of-government approach, with collaboration between various ministries such as the Ministry of Science and ICT and the Ministry of Trade, Industry, and Energy, while the Local Autonomy and Balanced Development Committee should play a central role in governance.
