Due to the gap between supply and demand, Indonesia has not been able to meet the domestic demand for beef without imports. With the rapid increase in population, the gap continues to widen, making self-sufficiency difficult to attain. With the rising environmental awareness, the green value chain is considered a viable solution, which will promote beef self-sufficiency while improving environmental performance. This study develops a PESTLE-based actor preparedness questionnaire to explore the Indonesian beef value chain readiness in implementing green practices. The questionnaire considers political, economic, social, technological, legal, and environmental dimensions. The survey involved 37 actors in the Indonesian beef value chain. The survey’s results were analyzed using multidimensional scaling. The results show that cattle breeders were the least prepared to implement green practices, and processed beef producers were the most prepared to implement green practices. This study also employs Fuzzy- Failure Mode Effect Analysis to capture the risks in the green value chain. The top ten risks were in procurement, human resource management, technology development, infrastructure, and transportation activities. Finally, Analytic Network Process was employed to determine the priorities to address obstacles to green practices. The priority is the green product and process certification-the most strategic program to improve the Indonesian beef value chain.
