The purpose of this study is to understand the challenges that the Dream Together Project encountered due to COVID-19 and to suggest the alternatives to continue managing the project as well as to find their efforts to overcome these difficulties. The Dream Together Project is the official development assistance program run by the Korean government. Ten research participants were selected via the criteria group method for in-depth interviews, complemented by a study of papers and reports for this qualitative research. The findings revealed the following four challenges. Firstly, nations have closed their borders following quarantine measures imposed since the start of the pandemic. Secondly, the administers in charge and participants of the project have experienced psychological atrophy and some have confirmed positive cases of COVID-19. Thirdly, workforce for the project and motivation have decreased due to financial difficulties and lookout. Lastly, bond of sympathy was insufficient because of differences of quarantine measures. The subsequent three efforts to overcome these challenges are formulated as follows. Firstly, remote and online video programs, which are free of physical distance restrictions, have been developed and implemented. Secondly, continuous communication among all the parties involved was a driving force for the motivation to promote the project and contributed to their close association. Lastly, additional budget has been secured to propel a stable project and flexibility to conduct the project has been adapted. With these efforts, securing of more budget to relieve incidental expenses due to COVID-19, more robust relationship among the parties involved, and developing a new program and method to implement the project dealing with a changing environment should be considered to overcome the difficulties caused by COVID-19 and to continue managing the project.
