The Chinese government announced “Chinese Football Mid to Long Term Development Plan 2016-2050” on April 6, 2016. The purpose of this study is to analyze the social and political factors that exerted influence in the legislative process of “Chinese Football Mid to Long Term Development Plan 2016-2050”. To this goal, literature analysis was carried out in this study using Kingdon(1984)’s multiple streams framework. First of all, the disastrous performance of Chinese soccer, which lasted for decades, highlighted the limitations of China''s existing elite sports policy. Social aspirations to solve the sluggish soccer problem continued in the 2000s when discourse on life sports policy began. Second, public interest in soccer formed a strong political streams with the inauguration of soccer enthusiast President Xi Jinping. Third, political and economic resources, which have been explicitly focused on soccer since Xi Jinping took office as president, have sparked complaints from volleyball experts and school sports experts, but various alternative policies related to soccer have emerged with overwhelming soccer related research. Fourth, with the combination of the above three trends, Chinese society has come up with an unprecedented and strong 35-year sports policy. This analysis primarily provides an explanation for important chinese sports policy that have not yet been introduced to Korea. This policy is a window to observe changes in modern China''s sports policy beyond the opportunity to understand the meaning of soccer in Chinese society, so continuous observation of the future execution process is also needed.
