The progress of sports exchange between South and North Korea can be divided into four steps to reach Pyeongchang. The four steps include conflict and competition in the international sports arena(1952-1990), cessation of the cold war system and sports exchange between South and North Korea (1990-2000), the 6.15 Declaration and sports exchange between South and North Korea(2000-2018), the Pyeongchang Winter Olympics and sports exchange between South Korea-North Korea (2018). Through these steps, sports exchange between South and North Korea has been composing an atmosphere of tension relief and reconciliation, which became a means for political and economic exchange, and developed into various forms of exchange, such as composing an integrated team within the political and military fluctuation or participating in international competitions hosted by the other country. However, a level of regularization or independence could not be reached by going beyond political dependence. With respect to the fundamental direction and task of sports exchange between South and North Korea, its core value must firstly be peace and prosperity than unification. Second, there is a need for efforts to construct a basis for political trust and institutional basis between the US and North Korea, and South and North Korea concerning international politics. The result of the North America Summit for the denuclearization of North Korea could become an axis for constructing political trust and relieving military tension. The construction of political trust will determine the level of opening of North Korea, which will determine the level of exchange. Thereafter, a Sport Exchange Protocol will be selected to establish the directions and rules of sports exchange, in order to construct a basis of sports exchange by jointly composing a ‘Sports Exchange Promotion Council’ by South and North Korea. Thirdly, the Ministry of Culture, Sports and Tourism and the Ministry of Unification will jointly establish a ‘South and North Korea Sports Exchange Support Committee’ based on private, institutional, governmental cooperation to develop and support South and North Korea sports exchange support policies and to attempt the nurturing of sports negotiation professionals.
