Statistics show that Korea will enter an ultra-aged society in 2025 amid a surge in the number of elderly people in Korea due to the trend of the times of low birth rates and prolonged life expectancy. With the growth rate of the elderly population growing much steeper than in foreign countries, and the poverty rate of the elderly in Korea is far higher than in OECD countries, and most middle-class seniors are unable to solve their housing problems on their own, low-cost and accessible housing solutions available to middle-class seniors are needed. Countries such as Europe and Japan, which have experienced aging first, have a 5% supply rate of elderly housing facilities, and Korea has a 0.3% supply rate of elderly housing facilities, which is lacking in quantity. In particular, as baby boomers (1955-1974) enter the elderly population and new middle-aged people with economic power emerge, a new silver town paradigm that reflects this should be established. On the premise of the need to expand middle-class silver town services, awareness of silver facilities, and policy changes, we will explore the current status and problems of domestic and foreign silver town development, and ways to install and operate silver towns that can be used by middle-class active seniors at an appropriate price. It aims to revitalize the silver industry by establishing an independent residential space in the silver town and at the same time strengthening the "regional linkage function" to form a local community through "close regional exchanges" rather than "elderly exchanges." After retirement, a silver town that promotes community exchange for seniors is needed, and it plans to become a silver town with a new concept of complex cultural space that can gain self-esteem and belonging by having bonds and bonds as a community living together in an area, not just for seniors.
