This paper employs scenario analysis to evaluate the relative economic feasibility of hydrogen-based direct reduction ironmaking (H-DR), considered a key technology for carbon neutrality in the steel industry. We consider both cross-sectional and time-series analyses, with scenarios set up based on variables such as ironmaking processes, carbon pricing policies, and changes in the energy market environment. The results of the scenario analysis indicated that even when comparing only the fuel and raw material costs of each ironmaking process, the costs of H-DR were approximately three to five times higher than those of traditional blast furnace processes (BF). This was attributed to the low carbon prices and high hydrogen prices. Furthermore, it was calculated that even if the government"s announced 2050 hydrogen price targets are successfully achieved, carbon prices would need to rise significantly, up to three times of the 2020 levels, for the production costs of H-DR to become competitive with BF in the late 2040s. Therefore, to achieve carbon neutrality in the steel industry, we suggest a multifaceted policy approach, including gradually increasing the proportion of paid allocation of emission allowances, alongside upward adjustments of carbon pricing and efforts to reduce hydrogen supply costs.
