The objective of this study is to explore the level of marine environmental concern and ocean literacy among Chinese university students, and to analyze the relationship between these two factors, thereby revealing their dynamic interaction and implications for educational policy. Methodology: The study was conducted at three universities in different provinces across mainland China, using a revised version of the Survey of Ocean Literacy and Experiences (SOLE) questionnaire and the New Ecological Paradigm (NEP) scale to assess students" levels of ocean literacy and marine concern, while also analyzing demographic characteristics and related behavioral tendencies. Results: It was found that marine environmental concern among Chinese university students is generally higher than average, whereas ocean literacy levels are comparatively low. Factors such as gender, beach preferences, frequency of visits, residential area, and field of study significantly influence students" marine concern and ocean literacy levels. Conclusion: The findings highlight the critical role of marine and environmental education in enhancing students" ocean literacy and underscore the urgent need to strengthen these educational aspects. Based on the findings, it is recommended that future educational policies should focus more on developing practical marine education curricula and enhancing opportunities for students to actively participate in marine conservation activities. Further research is also suggested to explore the impact of educational strategies under different cultural contexts on ocean literacy.
