Looking at Yoshino"s contradictory words and actions toward Korea and China, his foreign perception can be evaluated as being dual. This could be because he perceived international relations within the framework of nationalism and unilateralism. Most importantly, he did not recognize Korea and China as equal partners and rarely considered reciprocity in international relations. He suggests the rationality of the Japanese government"s policies toward Korea and China. However, this is merely a supplement or improvement to the imperialist line, which is far from solving the fundamental problems. Similar to western imperialism, Yoshino did not consider the immorality of imperialism a serious issue under the pretext of rationalism and enlightenment. Yoshino overlooked the fact that democracy is a universal value for humanity and implies non-discrimination. Moreover, although he seems to have aimed for international peace, this was only disguised peace, and he did not think of active peace. He does not seem to understand the urgency of applying the ideology and principles of democracy not just domestically but also to the international community and the true meaning of peace. At that time, the demands of the Korean and Chinese people were self-evident. However, it can be said that he attempted to circumvent this with ambiguous and implausible logic. We hope that the issues discussed in this paper will contribute academically toward forming a mutually beneficial and future-oriented relationship between Korea and Japan.
