The theory of local autonomy is a political self-rescue measure raised by Koreans at a time when national sovereignty was being lost. Hansung autonomy theory is one of the theories of local autonomy and a discussion that directly serves as the foundation of the Hansung People"s Association.
The Hansung autonomy theory aims to implement an autonomous system in Hansung and expand it to the implementation of a nationwide local autonomy system. The Resident-General planned Hansung taxation to secure local expenses in Korea. Ito Hirobumi, the Resident General, proposed the establishment of local governments for smooth taxation, and as a result, the theory of Hansung autonomy emerged among Koreans.
In order to institutionalize Hansung autonomy, the Hansung People"s Association sought to be recognized by the Resident-General for its status as a local government. However, since the Hansung People"s Association was not a legal institution, there was no public confidence in carrying out public affairs in the department. This became a problem when the activities of the Hansung People"s Association were contrary to the public opinion of Koreans.
