The military register in the late Joseon Dynasty primarily comprised of three types: Gaedoan (改都案), Sechomunseo (歲抄文書), and Daedoan (大都案). Sechomunseo, which can be roughly understood as “annual record”, was compiled every year. Based on this annual record, Gaedoan was compiled every three years, while Daedoan was updated every ten years. Through the compilation of Daedoan the Ministry of War sought to grasp the status of each province. Despite being produced at different levels, these records were integrated into a unified framework, functioning as a crucial documentary basis for the control of military personnel and the extraction of military taxes. The office of Doan (都案廳) within the Ministry of War played a significant role in compilng these records. Usually, with support from military bases (兵·水營), this office obtained approval from the central government and reorganized the records concerning the military register drafted by provincial governments. Upon completion of Gaedoan, relevant drafts (草案) were typically discarded, and only official records (正案) were kept. Except for important military garrisons, Daedoan was mainly gathered and sent to the capital by provincial governments, with magistrates being responsible for making the military register. Despite efforts by the central government to maintain the production of these records, the compilation process often faced delays or cancellations due to natural disasters and the associated costs. In particular, the “replacement of military personnel”(代定) through Secho(歲抄) at the end of each year imposed a significant burden on local society. Currently, many records of Gaedoan remain and records of Secho and Daedoan are also confirmed. The military register contains various records made at different levels and served as the core documentary basis for military conscription.
