Based on the consensus-building approach, this study evaluated the activities of the "Humidifier Disinfectant Damage Relief Mediation Committee", the first case of autonomous resolution of the humidifier disinfectant damage relief problem. In particular, this study focused on the strategic choices of key parties and analyzed their motivations and roles in choosing a consensus-building approach. As a result of the analysis, it was found that mediation, a type of consensus-forming approach, was chosen as a way to overcome the situation when other conflict resolution methods were no longer effective, rather than the active meaning of autonomous problem-solving between the parties. Accordingly, rather than direct consultation between the parties, it was inevitable to proceed in a "shuttle mediation" method of communicating through the mediation committee, and the mechanisms to promote consensus formation were not elaborately designed and operated. These were key obstacles to the failure to reach a mediated agreement. On the other hand, the parties" core interests were embodied, and it was shown that there is a possibility of agreement using the exchange relationship between interests. Accordingly, stakeholders are continuously demanding the continuation and resumption of activities of the Mediation Committee and its formation as a legal organization. This implies that a consensus-building approach can be a powerful alternative in solving the humidifier disinfectant problem.
