This study investigates the strategic direction of Norwegian library policy to explore the characteristics of public library space programs and spatial design methods in response to changes in the social roles of modern public libraries. Based on the results of the investigation, the study analyzed the features of the space program as outlined in the design competition guidelines of the Deichman Bjørvika library and examined in detail the spatial design methods employed by the Deichman Bjørvika library, which incorporate those features. The findings of this study are as follows: (1) Spatial Design for 'Accessibility': The application of spatial design methods, such as hierarchical and integrated planning of various information delivery media, to secure information accessibility, space planning that can be accessed without time constraints, and the introduction of daily spatial programs. (2) Spatial Design for 'Interactivity': The application of spatial design methods that promote the interaction of various user groups by planning information media and exhibition spaces in connection with the core and circulation system, planning facilities to support various events, and organizing space through an open plan. (3) Spatial Design for 'Inclusivity': The application of spatial design methods to diversify library service programs and promote social interaction through the planning of shared spaces and circulation, and the establishment of a flexible spatial environment that responds to diverse and changing programs. (4) Spatial Design for 'Place-Making': The application of spatial design methods to create diverse places by hierarchically organizing social and private spaces, arranging vertical and horizontal spatial programs in conjunction with the circulation system, and functionally arranging shared spaces as mediating spaces to connect open activity spaces and individualized spaces. (5) Spatial Design for 'Connectivity': The application of spatial design methods involves integrating various information delivery media, such as information displays and graphics that strengthen the continuity of information and space, integrating the circulation system, and providing various contact areas that respond to the characteristics and purposes of users.
