This study aims to reveal the process through which the Korea-Japan Continental Shelf Agreement, signed in January 1974, passed the Japanese National Assembly and subsequently came into effect based on Korean diplomatic documents regarding the Korea-Japan Continental Shelf Agreement released in 2019. The purpose of this article is to analyze the reasons behind the approximately four-year delay in the Agreement’s implementation from multiple perspectives and to discuss its current implications.
