The purpose of this study is to propose measures to applicate the theory of restorative justice in Juvenile Sexual offender & victim by seeking methods to strengten support for victims through distinctive infrastructures in supporting child and yourth victims of sexual crime and introduce the idea of restorative justice as a measure for sex offender of children & youths as well as the victims. To achieve such purpose of the study, specialist opinion investigation(7 persons for preliminary investigation and 484 persons for questionnaire survey) were performed. The main result of this study were as follows: Specialist investigation on opinions showed that it has to be used the methode of casework in children & youths sexual crime . It is able to be used in the restorative justice programme. The needs of victim were dealt with in the process. And specialist (ex:Sunflower center) has to participate as an essential factor in the restorative justice programme process. For a start, it is possible to applicate in the criminal mediation and the recommendation of reconciliation. Later, it will be able to expanded all of criminal system.(default system.) For reinforcement of the capability in practice, the restorative justice skill has to be educated and trained.
