According to the housing census of the National Statistics Portal, the number of vacant houses nationwide is 1,511,306 as of 2020, and the number of vacant houses has been increasing since 1960. The number of vacant houses across the country is expected to accelerate due to changes in socio-economic conditions such as population decline, aging, and deepening imbalance in regional growth.
Vacant houses can adversely affect the security of the surrounding area and the residential environment, which may reduce the efficient use of housing and land. A vicious cycle may occur that progresses more rapidly.
In this study, the vacant house management system, such as the main policies of vacant house management, the subject of vacant house management, management targets, and related institutional foundations, was investigated and analyzed to analyze the current status and problems, and based on the results, a vacant house innovation ecosystem model for Glocal Innovation was developed. was proposed as follows.
First, it is desirable to set up the Ministry of Land, Infrastructure and Transport as a control tower to comprehensively manage the vacant house innovation management that is being carried out by various central governments and local governments such as cities,
counties, and districts nationwide. Second, it is desirable to establish a vacant house innovation strategy. Third, it is desirable to establish a comprehensive management system for vacant house innovation. Fourth, it is desirable to strengthen the role and obligations of vacant house owners. Fourth, it is desirable to efforts are made to prevent blind spots in vacant housing innovation-based policies. Fifth, it is desirable to introduce vacant house innovation plans for each type of vacant house owner. Sixth, it is desirable to introduce vacant house innovation-based product safety value management. Product safety value management is “creating social value through economic value and product safety value through the utilization of business opportunities and resources based on organizational strategy, governance, process and system. It is a process of creation”. Seventh, it is desirable to actively introduce startup programs based on vacant house innovation.
