This paper examined the United States Educational Foundation in the Republic of China (USEF/C), founded in Taiwan in 1957, and its academic exchange activities in the context of the Cultural Cold War. The analysis period set in this paper ranged from 1957 to 1967 when funding from the U.S. government was intensively implemented. The previous research delved into one aspect of the Cultural Cold War by focusing on the promotion and spread of American values through the ‘Chinese Program’ aiming to making a visit to the United States. By contrast, the present paper presented its another aspect in the American Program to Americans that the true successors and representatives of Chinese culture are not communist China, but ‘free China’. The logic of defending the Republic of China’s legitimacy and representativeness of the Republic of China using the discourse of traditional civilization was the point where the interests of Taiwan and the US governments intersect. Academic exchanges through USEF/C laid an intellectual foundation for promoting Taiwan’s scientific and technological development and cementing its status as a research center for Chinese studies. I n this process, the notion that the ‘Free China’, Taiwan is a true ‘China’ had become widespread. As shared across the East Asia, the competition arising from the Cold War emphasizing who is successor and leader is of great importance to both the U.S. and countries in East Asia beyond Cross-Strait Relations. This paper has academic implications in that it developed the previous perspective of academic exchanges that the values of American standards have been disseminated on the global level, and analyzed their visits to Taiwan through the USEF/C regarding the historical succession of the traditional Chinese culture at the regional level, thereby casting new light on a new point of the Cultural Cold War.
