Russia"s decision to decriminalize domestic violence was a huge step backwards. Even though more than 40% of serious violent crimes in Russia reportedly occur at home, in 2017 Russia"s President Vladimir Putin signed a decree easing punishment for domestic violence. That decree is still in place. Moreover, in recent years, not only has the violence that occurs within Russian families increased, but the problems of external violence experienced by Russian families due to the war with Ukraine are increasing, resulting in the problem of domestic violence being strengthened. The war has led to a serious phenomenon of militarization among Russian families.
The purpose of the study is to explore what the characteristics of Russia"s domestic violence issues. The results of the study show recent trends and discourses in Russia that view domestic violence as a type of gender conflict. To this end, this study conducted a secondary analysis of major issues and discursive discussions surrounding domestic violence in Russia while delving through prior studies made by Russian researchers, reports by NGOs, and media press releases. In addition, as a qualitative study, in-depth interviews were conducted with five Russian researchers and activists who are renowned experts in the field.
