In response to the pandemic, in the early stages of the massive spread of COVID-19, most libraries around theworld chose to close or limit their services. In order to fulfill the various roles of public libraries, libraries must be continuouslyopen to the public, and for this, it is necessary to establish an environmental plan that users can use safely even in apandemic situation. Accordingly, a comprehensive and specific environmental plan that can be referred to when reopening publiclibraries was derived by analyzing preceding studies on environmental plans in response to the pandemic and overseasreopening guidelines. Countermeasures for close contact, airborne transmission, and contaminated surfaces, which are the maininfection routes, are divided into six categories: access control, physical distance between individuals, face-to-face contactcontrol, anti-virus air conditioning, minimization of sharing, and prevention of continuous spread infection. These sixcountermeasures are implemented through specific environmental planning elements in terms of building and facility planning,such as traffic line management, distance keeping, space separation, sanitation facilities, non-contact systems, air conditioningfacilities, and support facilities. More detailed implementation plan is organized by analyzing and synthesizing the contents of theoverseas reopening manual. It is expected that the environmental planning element guidelines of this study will be used asbasic reference materials for establishing checklists or manuals when reopening libraries.
