The majority of serious accidents that occur in domestic industries are caused by recipients (subcontractors) who carry out construction ordered by contractors (former government agencies). The government has suggested the direction of safety management for contracted projects through the existing Occupational Safety and Health Act, and has tried to reduce the accident rate through the guidance and supervision of related agencies. However, no significant effect was obtained until the fetal movement of the law concerning fetal movement. Currently, the most effective safety management method in contract construction is the issuance of safe work permits and evaluation of work hazards, all of which are based on directness, practicality and immediacy to the construction site as the basic conditions for success. There must be. However, compared to some large companies that have self-reliant safety systems and implementation procedures, those that do not have less confidence in the system. Therefore, the purpose of this study is to set up and present an effective improvement plan for the contractor's obligations under the Serious Accident Punishment Law and the recipient's basic safety management plan under the Industrial Safety and Health Law. As a medium to realize this, we decided to select the QR code, which is a S/W mediator with high scalability and reliability. By researching and analyzing the expected factors for the QR code-based safety management system, designing each part of the system, naming it the final Safety QR-pass System, and proposing it as a plan to improve the safety management of contract construction. We expect that future proposals will be used as a reference to help improve the level of safety management and prevent accidents by constructing an efficient and reliable autonomous system for contracted construction work.
