In the face of the increasing cybercrime in the digital space, investigators encounter significant obstacles when it comes to collecting evidence due to the vast amount of information, activities in the dark web and other concealed activities. With the growing necessity to support law enforcement officers in making informed decisions and obtaining critical evidence, there is a demand for an intelligent decision support system which is tailored for cybercrime investigations. Therefore, the aim of this research is to propose a framework for building a knowledge graph and implementing explainable artificial intelligence, XAI based on both open web and dark web data. In addition, as part of this research, a series of experiments were conducted on the core technology of the proposed framework, which revolves around the use of a knowledge graph. The knowledge graph was constructed based on the extracted features and served as a foundation for generating association rules using the Apriori algorithm. These rules focused on identifying relationships with a confidence level of 0.5 or greater between law enforcement agencies and a key player in dark web activities. Through graph-based inference, intuitive data on the activities of this key player is provided as valuable information for the investigators.
