The public official who performs service for the people should deal with public service sincerely and efficiently. For this purpose, it is a important element to guarantee his status. Because of the former, according to circumstances, it may be necessary to take measures against his interests, for administrative efficiency and to maintain order within the administrative organization, and because of the latter, it is necessary to institutionalize any appeal of dissatisfaction.The purpose of this thesis is to examine these disadvantageous measures and the Appeals Commission in the Government Officials Act; and then, to analyze some points at issue and to present some improvement schemes. In this thesis the typical disadvantageous measures to be dealt with are disciplinary measures, such as dismissal, recall, suspension, salary reduction, reprimand, and position discharge. The other disadvantageous measures against one include expulsion, degradation, or suspension from office.These most disadvantageous measures, though done on the grounds of a decision by the Disciplinary Committee, are legal dispositions with discretionary authority given to the superior official who has the power of appointment and dismissal. Therefore, there is some anxiety about the abuse of his discretionary authority. In the case where the public official is denied his right, he can demand relief from the Appeals Commission which operates as a quasi-judicial body in making administrative rulings on appeals against such unfavorable disciplinary actions, as a previous procedure to Administrative Litigation. But, this also system contains some improvement schemes. Accordingly, in this thesis I seek to examine the mechanics of this system in some detail and to discover the problems, and finally, to present some improvement schemes.
