Targeted killing with drones has been a major tool of the U.S. in the War on Terror and accordingly many issues have been raised in the context of the just war theory. Targeted killing with drones could be an effective means for the ROK KMPR for its low political cost, minimal collateral damage, and precision strike capabilities. Thus, this study tries to categorize controversial issues by analyzing existing cases and seeks to find lessons for applying to the KMPR. In the case of killing Soleimani in 2020, several justification issues were disputed such as self-defense rights, use of force in the third country, and legality of targets. Due to the controversial issues, The reaction of the international community was mixed and even some allies and friendly countries of the U.S. criticized the operation posing legal problems. In the case of the KMPR, conditions for self-defense, the legality of the operational area, and the principle of distinction should be reviewed. For the ROK, support from the international society is critical in the conflict against the DPRK. However, the dilemma between legitimacy and timelessness, the inevitability of killing KJU, and difficulties in preventing the PRC"s intervention remain the big challenges.
