The purpose of this study is to determine alternatives to cooperate in the tourism infrastructure that can be promoted in the northeastern region of North Korea bordering China, in case the border closures of North Korea is lifted owing to the improvement in the COVID-19 conditions, allowing free travel and resolving North Korean nuclear issue. The conditions of the tourism infrastructure of the regions were examined in the areas of Mt. Baekdu-Samjiyeon, Cheongjin-Mt. Chilbo, and Rason. Subsequently, a written survey was conducted including Korean and Chinese experts who had visited in person, focusing on the fields where the tourism infrastructure required immediate improvement, by the area.
Based on the results of the fact-finding analysis and survey, this study suggested the following implications to improve the tourism infrastructure in the northeastern regions of North Korea. First, North Korea’s tourism infrastructure development required cooperation focused on the “complementation and improvement of the institution” rather than pursuing cooperation focused only on the “development of the physical aspect.” Second, the tourism infrastructure must be improved by the regional conditions, on priority. Finally, the role of a promoter who could promote systematic development cooperation through the formation of the “Tumen River Tourism Council” was required, led by GTI, a regional multilateral consultative body that can systematically support the North Korean tourism infrastructure.
