Covid 19 pandemic have revealed the poverty and the dead zone of welfare of the single mother family without filtering. This study attempts to suggest the alternative way of female poor single mother who take double, triple burden of caring andwork reconcilation as receiving rowwage and working as temporary employee among korea’s poor class. It is beyond question that he poverty of female poor single mother family relate with guarantee of work right and maternal right. The implication of this study is to substantiate overcoming of the poor female sing mother family and improvement of caring systemrealating with caring welfare country. This study try to focuse on becoming worse work-care reconcilation of poor female simg mother family than covid 19 pandemic and seek to suggest implication . This analysis result will hereinafter be described. First, Poor female sing mother tend to concentrate on the mothrnal role. For this reasson Social wealfare policy for poor single mother family should change overcoming poverty policy for the purpose of guarantee of maternity right and labor right asrevewing welfare service. Second, Poor female simg mother family welfare policy should reflect additional desires in the role performance of parents. Third, Covid 19 kids have revelaed asymetric experience such as sleeping, leisure, learning in daily life. When all the studies were combined, it is necessary to have a customized policy to improve neglected children and teenagers living under the disaster conditions.

코로나19 팬데믹은 한국사회의 빈곤계층의 어려움과 사각지대를 여과없이 고스란히 드러냈다. 본 연구는 우리나라의 빈곤계층 중에서도 여성 한부모는 고용시장에서 비정규직으로 일하며 저임금을 받고 자녀돌봄과 일을 병행하는 이중, 삼중의 부담을 짊어지고 살아간다는 점에 대한 대안을 제시하고자 하였다. 여성 한부모가족의 빈곤은 노동권과 모성권의 보장과 관련되어 있다는 것은 재론의 여지가 없다. 본 연구의 함의는 여성 한부모의 탈빈곤과 돌봄의 질의 개선은 돌봄 복지국가와 관련이 있다는 데 있다. 본 연구의 목적은 코로나19 팬데믹 기간동안 빈곤 여성 한부모 가족의 고용과 돌봄을 양립하는 것은 그 이전보다 악화되었다는 점에 주목하고 시사점을 제시하기 위해 본 연구를 수행하였다. 본 연구의 주요 분석결과를 요약하면 다음과 같다. 첫째, 빈곤 여성 한부모는 어머니 역할에 비중이 높으므로모성권과 노동권을 보장하기 위해 일(노동권)과 양육(모성권) 양립지원을 충족하는 복지서비스를 재검토하고 탈빈곤정책으로 전환해야 한다. 둘째, 여성 빈곤 한부모 가족정책은 부모의 역할수행에서 추가욕구 충족을 정책에 반영해야 하는 것으로 나타났다. 셋째, 코로나19 키즈들은 수면, 휴식, 학습과 같은 일상생활에서 비대칭적 경험을 하고 있다. 연구결과를 종합하면, 재난상황에서 복지의 사각지대에 방치된 한부모 가족의 빈곤 아동청소년을 대상으로 하는 맞춤형 돌봄정책이 수행되어야 한다는 것으로 나타났다. 결론적으로 본 연구의 결과를 통해 대한민국 소외받는 여성 한부모 가족의 지원과 돌봄정책의 중요성 및 필요성을 확인함으로써 여성 한부모 가족의 탈빈곤 정책 수립과 여성 한부모 가족 맞춤형 돌봄 정책 수립에 큰 도움을 줄 것으로 판단된다.
