The purpose of the study is to analyze the best practices of improving the settlement conditions in rural areas with residents’ participation and derive a plan for regional revitalization in rural areas. The implications to be presented through the analysis results of this study are as follows. First, rural settlement conditions include the meaning of improvement and preservation of rural landscape, and the specific scope of rural settlement conditions can be classified into education, economy, culture, housing, public transportation, and landscape. Second, the revitalization of rural areas means improving overall vitality such as economy, society, culture, and welfare, and in particular, the voluntary participation of residents acts as an important factor. Third, the regional revitalization factors of rural areas were largely extracted into three categories: creation, reinforcement, and diffusion. In summarizing the results of this study, it should be integrated and connected without being biased toward any one of the regional activation factors in rural areas. In addition, it is necessary to go through the stage of vitalizing the local economy by strengthening the capacity of resources through community formation and exchange.
