This paper considers the range of roles conducted by airpower in counterinsurgency. It specifically considers whether airpower can achieve “Strategic Effect” in such campaigns, whether there is a useful role for offensive air action in counterinsurgency, and whether airpower will be able to contribute to urban counterinsurgency. It concludes that, due to the political nature of insurgencies, airpower, in common with other forms of military force, is unlikely to be strategically decisive. It might, however, make a fundamental contribution to creating the conditions for the defeat of insurgency through other activity. It concludes that while restraint, or focus, in the use of aerial firepower is essential in counterinsurgency, there will be occasions when offensive air action is both possible and appropriate and that although the urban environment presents difficulties for airpower, these are not insurmountable.
