Grave human rights abuses in North Korea have increasingly attracted the attention of the international community, culminating in the February 2014 report of the UN special commission documenting ‘unspeakable atrocities’ committed in the country. In order to address the persistent human security challenges in North Korea, and to try to get the DPRK regime to adhere to international norms on governance, at various times economic engagement and power political coercion have been advocated. This paper details the shortcomings of liberal political and economic development policies both within North Korea, and in terms of engagement with the international community. The lot of the most vulnerable has not been significantly improved, and the elites in Pyongyang have not been persuaded to govern in accordance with international norms. The paper also, however, notes that the power political alternatives have, if anything, an even worse record in these respects, and can at times be seen as counter-productive. Thus, in accordance with the paradigms of English School Rationalism and Social Constructivism, a third way is advocated, that of socializing North Korean elites to be more responsive to international governance norms. While it is hoped that in the long term such an approach may bear humanitarian fruit, the paper cautions against any hope for a ‘quick-fix’ and advocates working with and through China in order gradually to bring Pyongyang into the international fold.
