Since intrastate armed conflicts in the failing states increased mass civilian casualties and displacement in the early 1990s, foreign militaries, mainly from the western hemisphere, have been emerging as a new policy entrepreneur in the humanitarian aid regime which civilian actors had dominated. Thus, this study aims at elucidating this new social phenomenon in two strands of the oretical approach - political and ethnic driven reasoning, and subsequently analyzing the military’s international humanitarian aid operations in normative and empirical perspectives. It then attempts to investigate the implications for the practices of the Republic of Korea’s (ROK) contingents, deployed to UN Peacekeeping Operations (PKOs) and Multinational Force Peace Operations(MNF POs). The conclusion of the study suggests that rules and guidelines, such as the UN Resolutions 58/114, Oslo Guidelines and MCDA (Military and Civil Defense Assets) Guidelines proclaim the humanitarian principle and the military’s humanitarian action as a last resort, and coordination to regulate proliferation of military’s relief operations. However, the military’s direct and indirect aid deliveries, in reality, have been expanded due to the complexities of the security situation in spite of ethical and effective issues. After all, taking the ROK contingents’ humanitarian aid operations into account, theymay encounter three challenges; noncompliance with international rules and guidelines, absence of systematic measurement of operational performance, and lack of acoordination scheme with civilian agencies.
