Main driver of private finance development in Ordos of Inner Mongolia is the circulation mechanism, which connects funds, private finance, the coal industry, and the real estate market including the lagged-financial industry together. That is, Ordos invested huge money created from the coal industry into city construction and remodeling business. And then the Government paid a lot of compensation to residents when the city was torn down. As the disposable income increased, residents were willing to put spare money in private financial market rather than bank to earn higher profits. Then the private financial institutes again investigated money collected from residents into the real estate market and coal industry. The crisis of private finance happens in this fund circulation mechanism. Its development closely connected with real estate market and coal industry. However, due to the Government's real estate purchase restriction and tightening lending policy, the price of real estate inevitably fell down.
This paper attempted to analyze the cause of private finance increase through empirical analysis. According to the empirical analysis results, the compensation of demolition and evacuation was the most significant factors. The results basically explain the reason of private finance increase with the mechanism of fund circulation as described above. The other fundamental cause of private finance increase is the lagged-financial industry of Ordos. Therefore, not only the number of micro-credit companies and the private equity funds are promoting right now, but Ordos should prepare a system for the localized private banks to help them absorb private finance into the established system by simplifying all kinds of procedures and widening the opportunities.
