I discuss what kind of norms can be imagined and what direction should the norms be established in for digital citizen in hyper-connected society. It can be described that the hyper-connected society is the society in which human communicate with human and device and device communicate with human and device through network, and which is always connected, accessible, rich in information and available with diverse interaction. I adopt Content ? Platform ? Network ? Device (CPND) model to analyze the hyper- connected society effectively. The hyper-connected society is not a society which is governed by one values or ethics and we should approach social issues specifically according to layer model. Futhermore, social issues in the hyper-connected society cannot be resolved by only law. They also should be analyzed specifically according to layer model, and it may be necessary to pay more attention to norms other than law in some cases.
