The main aim of the research undertaken in this study was to examine the impact of the Sam Sang directive policy framework on the implementation of rural development in Lao PDR. In practical terms, the Sam Sang directive would build provinces to be the units for designing the development strategy to build the districts as the units of planning and budgeting, and build villages to be units of implementation. It asserts that districts and villages should have increased responsibility for the use of unexploited potential resources. A comparative study on the Sam Sang Directive and the SMU Movement as a Rural Development Policy in Lao PDR needs an examination on the background of the success and lessons learned from the SMU Movement, when applying it into the Sam Sang which the GOL launched as a SS model policy in 2012. It is hoped that the Sam Sang directive which is being promulgated by the government directive can be the basis of balanced development of both urban and rural areas. The SMU model has been very successful in eradicating poverty and improving rural areas in the Republic of Korea. In Laos, Sam Sang is being implemented by the Korea Institute Rural Development, which is controlled by KOICA and is under the MAF. The model is being implemented in two Vientiane and Savanna khet provinces, and includes a total of 30 villages in five districts. The development targets of the SS model being implemented include social capital and physical capital, the improvement of living conditions and electricity supply. The model is regarded as appropriate for improving development in all 17 provinces of Lao PDR.
