COVID-19 raised the need to diversify programs for immigrants, which had been operated mainly in offline setting, into programs including online as well as offline in consideration of the educational conditions of learners. The criteria were established by comparing and analyzing cases of social integration education programs in advanced immigration countries such as US, Austrailia, Canada, Germany, Netherlands, Japan and others as well as diverse programs for the immigrants by Korean ministries related to the immigrants. An online survey was conducted on 100 immigrants participating in the Integrated Program (KIIP). In addition, in order to derive the necessity of the curriculum and how to use it, a focus group interview (FGI) was conducted with 2 heads of migrant support agencies, 6 immigrants, and 2 immigrant education experts. An online education program consisting of a total of 6 subjects was designed, including information on entrepreneurship, etc. Based on the designed program (proposal), in April 2020, a short-term curriculum development project for strengthening adult learners competency (Korea Education and Research Information Service) was contested to finally develop the “Korean Social Settlement and Integrated Online Education Program for Immigrants”. Through this, it has become possible to establish an online continuous learning system that can help immigrants settle and integrate safely in Korea through KOCW (Korea Open Course Ware), an open lecture platform operated by the Ministry of Education.

COVID-19는 그간 집합교육 중심으로 운영되었던 이민자 대상 프로그램을 학습자의 교육 여건을 고려하여 오프라인뿐만 아니라 온라인을 포함한 프로그램으로 다변화할 필요를 제기하였다. 이에 본 연구는 이민자의 안정적인 정착과 통합에 도움이 될 수 있는 상시 학습 온라인 교육 프로그램을 구안하였다. 특히 한국으로 귀화하였거나 영주 자격으로 장기체류하고 있는 이민자를 위한 정착?통합 온라인 교육 프로그램을 개발하고자 하였다. 본 연구를 위해 주요 이민국가의 사회통합프로그램 사례와 국내 사회통합 정책 및 사회통합프로그램을 분석하여 준거를 확립하였고, 교육대상자인 이민자의 교육환경과 요구를 파악하기 위하여 사회통합프로그램(KIIP)에 참여하고 있는 이민자 100명을 대상으로 온라인 설문을 진행하였다. 또한 교육과정의 필요성과 활용방안을 도출하기 위하여 이주민지원기관장 2명과 이민자 6명, 이민자 교육전문가 2명을 대상으로 초점집단인터뷰(FGI)를 실시하였다. 이를 통하여 이민자의 정착?통합에 실질적으로 필요한, 6개의 교과목으로 구성된 온라인 교육 프로그램을 설계하였다. 설계된 프로그램(안)을 기반으로 2020년 4월, 성인 학습자 역량 강화 단기 교육과정 개발 사업(한국교육학술정보원)에 공모하여 최종적으로 ‘이민자를 위한 한국 사회 정착?통합 온라인 교육 프로그램’을 개발하였다. 본 연구는 프로그램의 실수요자인 이민자들의 정착과 통합에 실질적으로 필요한 내용을 반영하여 교육부에서 운영 중인 공개강좌 플랫폼 KOCW(Korea Open Course Ware)를 통해 상시적 학습 환경을 구축한 사례 연구로써 의미를 지닌다.
