In the first year of an income-led growth strategy, a minimum wage increase of 16.4% was implemented to alleviate downward trend of wage share. The Korean economy features the vertically hierarchical structures in contractor-subcontractor relationships in main industries, in which chaebols are usually located in the topmost tier. Individual firms' capabilities to pay wages are constrained in this way. Also, it is evident that the wage distribution is right skewed. These two characteristics of the Korean industries can amplify the ramifications on wage share of a minimum wage raise. There have been political battles over the income-led policies, and severe job losses have worsened the situations. The complementary measures were not successful in that the fiscal stance was mostly of austerity and welfare spending was far from enough. Policies for economic democracy has not been integrated into the income-led policy package.
