This study analyzes and reviews basic income from a Christian ethical perspective. Basic income is? an income guarantee that is paid unconditionally, universally, individually, and in cash to all?citizens. Basic income is classified into several types, such as unconditional income security or?participation income. The issues of basic income are well-represented in the areas of job prospects,?financing, and the effectiveness of welfare. It is not easy to fully implement the principles of a basic?income. However, cases in which the purpose of basic income is applied while considering practical?limitations can be found in Korea and?other countries. Basic income raises the need for a new work ethic. Basic income does not only reduce labor to?money or economic value but also gives value to unpaid work such as housework and care work.?The Bible and the Reformer, M. Luther, recognized the value of unpaid work while understanding?work as an activity of human life. Also, basic income gives people real freedom. Each individual?can plan and live a better life through a basic income. The Israelites and vineyard workers who had left Egypt were able to live day by day with manna and one denarius. Basic income is a way of fulfilling?responsibility for others. That responsibility demands hospitality, service, and even sacrifice for?others. Basic income is God's justice required in today's situation of deepening economic?polarization. Korean church should organize the biblical and theological perspectives on basic?income, examine the situation of the socially underprivileged in crisis, and pray for and support ?their practical needs.

본 연구는 기본소득을 기독교윤리적 관점에서 분석하고 검토한다. 기본소득은 모든 국민에게 무조건적으로, 보편적으로, 개별적으로, 현금으로 지급되는 소득보장이다. 기본소득은 무조건적인 소득보장이나 참여소득 등과 같이 여러 유형으로 구분된다. 기본소득의 쟁점은 일자리 전망, 재원조달, 복지의 효과성 부분에서 잘 나타난다. 기본소득의 원칙들을 완벽하게 시행하는 것은 쉬운 일이 아니다. 그러나 현실적인 한계를 고려하면서 기본소득의 취지를 적용하는 사례들을 국내와 해외에서 찾아볼 수 있다. 기본소득은 새로운 노동윤리의 필요성을 제기한다. 기본소득은 노동을 돈이나 경제적 가치로만 환원하지 않고, 가사노동 및 돌봄 노동 등과 같은 무급노동에도 가치를 부여한다. 성서와 종교개혁자 루터(M. Luther)는 노동을 인간의 삶의 활동으로 이해하면서 무급노동의 가치도 인정한다. 또한 기본소득은 인간에게 실질적인 자유(real freedom)를 제공한다. 각 개인은 기본소득을 통해 더 나은 삶을 계획하고 살아갈 수 있다. 출애굽 한 이스라엘 백성들과 포도원 품꾼들은 만나와 한 데나리온을 가지고 하루하루를 살아갈 수 있었다. 그들에게 만나와 한 데나리온은 최소한의 기본소득이었다고 볼 수 있다. 그리고 기본소득은 타자를 위한 책임을 이행하는 방법이다. 그 책임은 타자를 위하는 환대, 섬김과 희생까지 요구한다. 기본소득은 경제적 양극화가 심화하는 오늘의 상황 속에서 요구되는 하나님의 정의이다. 한국교회는 기본소득에 대한 성서와 신학의 관점을 정리하고, 이를 바탕으로 위기에 처한 사회적 약자들의 형편을 살펴보고 그들의 실제적인 필요를 위해 기도하며 후원해야 한다.
