This paper raises questions about why China's soft power decreases and negative perceptions increase even though China conducts active public diplomacy. To this end, this study analyzed objective data such as the internal and external environment surrounding China, the Chinese government's policy establishment and promotion, ASEAN's perception, and political and economic relations with China, focusing on ASEAN, which is currently implementing public diplomacy. As a result of the study, China is striving to form and develop close political and economic relations with ASEAN and achieve public diplomacy. However, it was confirmed that there are instabilities and limitations as state-directed and egotistical thinking, propaganda, the unilateral pursuit of interests, and communication. Korea is also an essential cooperative with ASEAN. Korea argued that ASEAN should be recognized as a partner for cooperation, symbiosis, and development and that it should establish a policy stance that strengthens mutual trust and solidarity with ASEAN.
