This thesis examines the state-capital relationship and housing and real estate policies in Korea's developmental state. Most developmental state theorists perceive the state as a superior partner in the state-capital relationship. And, they recognize that economic development has been achieved by controlling and mobilizing capital through such a state. However, in Korean society, the state-capital relationship was a strategic coordination and symbiotic relationship rather than the state being a senior partner. Since the early 1990s, it can be said that the character as a developmental state of Korea has weakened as it has shifted to ‘capital-dominant equilibrium relationship’. Even through housing policy, Korea’s developmental state operated in a way that contributed to capital. The Korean government relied on private capital to solve the housing problem not through public finances. In the late 1980s, land ownership in Korea was biased to some classes extremely, and real estate speculation was rampant. In order to these problems, the government tried to introduce a system of public land ownership, but it was not effective. After this period, the state-capital relationship in Korea showed a tendency of capital dominance, and it can be evaluated that Korea's developmental state has weakened.
