This study aims to explore the factors for the development by the scale of attitudes toward Korean language, culture, and language education in parents of Korean American children. To develop the scale of this evaluation tool, this study conducted two pre-interviews with Korean school principals and teachers, reviewed previous research related to language learning attitudes, and analyzed diverse measurement tools. This interview confirmed that students’ Korean achievement had a very close correlation with parental attitudes, and this was shown through the fact that recent changes in parental attitudes had a significant impact on students’ learning goals and achievements. In addition, using measurement tools examined through previous studies and reflecting the interview results to focus on certain items on the Beliefs About Language Learning Inventory (BALLI) and Attitude Motivation Test Battery (AMTB), the factors of parental attitudes were applied to the perception of learning Korean. It was composed of 6 evaluation categories of beliefs about Korean, Korean language learning methods and communication strategies, Korean learning motivation, and the environment surrounding Korean language education. To apply the AHP (Analytic Hierarchy Process) technique that would allow us to extract the importance and weight of each factor, a total of 72 paired items were composed. This study is meaningful in that it lays the foundation for the development of a scale by deriving factors to measure parents’ attitudes toward Korean language education for Korean-American children.
